The TA will be implemented in two phases of 5 months each, with a 2-month break between phases. Phase 1 will be a diagnostic exercise while phase 2 will design the investment project. The TA will be implemented with the active participation of all relevant stakeholders at central, provincial, district, commune, and community levels. NGOs will play a pivotal role in the community consultative process. NGOs may also be subcontracted to carry out part of the capacity-building and wareness-raising plan.

The goal of the TA is to reduce poverty by improving livelihoods and sustainably managing coastal resources in poor communes of project provinces. The purpose of the TA is to help the Government prepare the Livelihood Improvement in Central Coastal Provinces Project. The TA will have three main outputs: (i) formulation of provincial integrated coastal zone management (ICZM) strategies; (ii) development of ICZM investment plans and feasibility studies, and (iii) preparation of training programs to strengthen project implementation capacity.

To carry out the TA, ADB will engage an international consulting firm with a multidisciplinary team of international and domestic experts. Eight international experts will be engaged for 22 person-months: 1) Coastal Institutions Specialist (10 person-months); 2) Natural Resources Economist (3.5 person-months); 3) Community Development Specialist (2 person-months); 4) Coastal Environment Specialist (1.5 person-months); 5) Rural Infrastructure Specialist (1.5 person-months); 6) Business Development Specialist (1.5 person-months); 7) Farming Systems/Crops Specialist (1 person-month); and 8) Fisheries/Aquaculture Specialist (1 person-month). The consulting firm will contract nine domestic experts, for a total of 52 person-months: 1) Natural Resources Economist (8 person-months); 2) Community Development Specialist (6 person-months); 3) Coastal Environment Specialist (5 person-months); 4) Rural Infrastructure Specialist (5 person-months); 5) Business Development Specialist (4 person-months); 6) Farming Systems/Crops Specialists (5 person-months); 7) Fisheries/Aquaculture Specialist (5 person-months); 8) Coastal Institutions and Policy Specialist (10 person-months); and 9) Geographic Information System Specialist (4 person-months).
The deadline for receiving expression of interest is 1 March 2004.
