Objectives and Scope

The objectives of the study are to (i) undertake feasibility studies for improvement of six airports in the northern province of Sayaboury, Bokeo, Phongsaly, Oudomxai, Houaphan, and Xieng Khoung in Lao PDR; and (ii) update and upgrade the existing civil aviation master plan in order to provide the framework for the sustainable and effective development of the civil aviation sector.

Consulting Services

The TA will require about 12 person-months of services by a team of international consultants and about 12 person-months by local consultants. The study will be carried out by a multidisciplinary team of experts with experience in airport planning and engineering; aviation management; air transport economics and financial analysis; and social and environment assessment. A number of domestic consultants will be hired to carry out detailed surveys and consultations. The ADB will engage the consultants in accordance with ADB's Guidelines on the Use of the Consultants and other arrangements satisfactory to ADB for engaging local consultants.
