    Description
    The small-scale technical assistance will prepare the feasibility study of the Project. Project will improve a deteriorated section between Yevlax and Ganja.

    Objectives and Scope
    The objective of the TA is to help the Government prepare the Yevlax-Ganja road rehabilitation project suitable for ADB financing. The Project aims to foster regional cooperation and sustainable economic growth in Azerbaijan by increasing the efficiency and safety of transport between Yevlax and Ganja on the east-west road corridor linking Baku to the Georgian border. Based on the TACIS-funded feasibility study conducted in 2002, the TA will comprise the following components: (i) review and revise, if necessary, the preliminary design; (ii) prepare the scope and implementation arrangements of the Project; (iii) update cost estimates; (iv) undertake an economic analysis; (v) conduct a social and poverty analysis, and prepare the summary poverty reduction and social strategy; (vi) prepare an initial environmental examination or an environmental impact assessment, if necessary; and (vii) review road sector reforms and identify sector issues to be addressed under the Project.

    Consulting Services
    About 12.5 person-months of consulting services, including about 4.5 person-months of international consulting services and 8 person-months of domestic consulting services in the fields of highway engineering, transport economics and policies, social and poverty analysis, and environmental assessment. The consultants will be recruited individually according to ADB's Guidelines on the Use of Consultants.
