The objective of the TA is to formulate a viable water supply project suitable for ADB financing to provide improved drinking water for the City of Mudanjiang.
The scope of the TA covers the activities needed to assess the first phase Project, including review of the feasibility study report and environmental assessment prepared by the Government.
A total of 13 person-months of consultants input, 5.5 person-months of international and 7.5 person-months of domestic consultants, are required. The international consultants will have expertise in (i) water supply and management/water treatment/institutional development/environmental impact assessment; (ii) social development/poverty reduction/gender development; and (iii) economic and financial analysis. The domestic consultants will have expertise in (i) institutional development; (ii) water supply engineering and management; (iii) social development/poverty reduction/gender development; and (iv) economic and financial analysis. The consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of domestic consultants.
