    Description
    The Government recognizes the urgent need to revive the rural economy, since the rural population accounts for 6.5 of the 14.8 million total population. The current policy, as reflected in the Development Plan up to 2010 (Strategy 2010) of November 2001, calls for a more active State role to assist the rural sector. This message was amplified by a Presidential announcement on 29 April 2002 to devote the upcoming 3-year budget cycle (2003-2005) to the revival of the rural area. The Project focus is in line with the ADB strategies, as reflected in the COS of 1996 and CSPU for 2003-2004, that emphasize assistance to agriculture and rural development.

    Objectives and Scope
    The TA will prepare a feasibility study for a pilot planning and investment program that enables oblasts and raions to plan and implement integrated development measures in accordance with their roles and functions. The TA will be over 8 months in two phases and will be piloted in one to two oblasts. Phase I (3 months) will focus on establishing a regional development framework, undertaking an institutional assessment, adapt international good practices and tools for regional planning, and hold a national workshop to assess findings and recommendations of Phase I and assess the expected outputs and activities of Phase II. Phase II (5 months) will focus on designing an investment project, for ADB funding, in the context of preparing regional plans for the pilot oblast(s) using adapted international good practice.

    The Project goal and broad scope were identified in joint meetings between ADB, Ministry of Economy and Trade, Ministry of Finance, and Ministry of Agriculture. Wider consultation will be carried out during the PPTA reconnaissance and fact-finding.

    Consulting Services
    All consultants (foreign and local) will be recruited through a consulting firm in accordance with ADB's Guidelines on the Use of Consultants. A full technical proposal procedure will be adopted for the recruitment of the consulting firm. About 22 person-months of international consulting services will be required with the following expertise: regional planner/team leader (7 months), institutional specialist (3 months), regional economist (2 months), environmental assessment specialist (2 months), rural sociologist/resettlement specialist (3 months), and unallocated (5 months). About 47 person-months of local consulting services will be required as follows: institutional/local government specialist (7 months), rural economist (6 months), rural sociologist (6 months), environment assessment specialist (3 months), civil engineers (2 months), agronomist (1.5 months), livestock specialist (1.5 months) and unallocated (20) months.
