The impact of the proposed TA (and outcome of the ensuing loan) will be increased power supply capacity and improved efficiency in the power sector.
- Project Outcome
-
The outcome of the proposed TA is to develop a least-cost project design and feasibility studies agreed between the Government and ADB along with a power sector energy efficiency program to be adopted by the Government.
- Project Outputs
-
The key outputs of the proposed TA will be (i) overall power sector assessment report in terms of energy efficiency; (ii) an update of electricity demand forecast to define medium-term investment requirements for energy efficiency improvements in power generation, transmission and distribution systems; (iii) a comprehensive power sector efficiency strategy and sub-sector specific action plans to address both supply and demand side management measures; (iv) a study report for initial benchmark indicators with regard to sector performance and efficiency; (v) an energy efficiency capacity development program; (vi) identification of candidate energy efficiency components for ADB financing; and (vii) a feasibility study report including scope of ensuing project; cost estimates; technical, financial, economic, and socioeconomic analysis; environmental analysis; social impact assessment.

The TA will require 22 person-months of international and 30 person-months of national consulting services. An international consulting firm, in association with national consultants, will be recruited under the TA using ADB's simplified technical proposal and the quality-and-cost bases selection parocedures.
In parallel, an international energy efficiency policy specialist (individual) will be recruited for 4 person-months immediately after TA approval to provide upstream policy input and basis for preparation of energy efficiency strategy and program for the power sector in Bangladesh.
All consultants will be recruited in accordance with ADB's Guidelineson the Use of Consultants.
