The TA will be implemented through a participatory approach from national to local government level and include the private sector (agricultural and non-agricultural business), donors NGOs, civil society, and farmers. The participatory approach will be implemented through the TA steering committee, rayon level working groups, stakeholder workshops, focus group interviews and the social analysis survey in the selected area.

The TA will help the Government design an investment project to provide an integrated approach to agriculture and rural development.
The TA will be divided into two phases. The key output in phase I (3 months) will be a broad strategic plan for the development of the selected area and the identification of investment activities to be funded by ADB. The strategy will cover policy, legal, institutional and investment aspects. Phase II (5 months) will produce a detailed feasibility study for ADB's Project, and institutional and monitoring and evaluation mechanisms for the implementation of the broader strategic plan and project activities.

The TA will be undertaken over 8 months in two phases. About 76 person-months of consulting services (22 international and 54 domestic) will be required. The international experts will include: a team leader-economist-planner (8 months), institutional development specialist (2 months phase I and 2 months phase II), agriculture economist (2 months phase II), environmentalist (1 month phase I and 2 months phase II), sociologist (2 months phase II) and others (3 months) as needed.
The domestic experts will include: economist/deputy team leader (8 months), institutional specialist (7 months), rural engineer (7 months), rural sociologist (7 months), agribusiness specialist (1 month phase I and 4 months phase II), environmental specialist/sustainable land management (7 months), agriculture/livestock specialist (7 months) and others (6 months) as needed.
The services of a firm will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements acceptable to ADB for engaging domestic consultants. A simplified technical proposal using the quality- and cost-based selection procedure will be adopted for recruiting the consulting firm.
