    Description
    The ensuing Project will promote sustainable economic growth through sustainable wastewater management in Nanjing and water resource protection in the Qinghuai river. Further, specific attention to stormwater management and urban flood management is needed as frequest heavy summer rains causes serious localized flooding. The Project will address major issues including (i) deterioration of surface water quality and urban environmental quality, (ii) ineffective regulatory control of municipal and industrial wastewater discharges, (iii) economic losses and disruption to livelihoods from frequent localized flooding, (iv) poor health and living standards of the poor, (v) lack of integrated wastewater management, and (vi) improving service efficiency through increased competition and private sector participation.

    Objectives and Scope
    The main objective of the TA is to prepare an investment project suitable for ADB financing that will facilitate economic development, environmental protection and improvement of quality of life in Nanjing through extended and improved wastewater treatment and sewerage infrastructure and mitigation of flood risks. The Project will result in a reduction of waterborne pollution and flood risk in urban Nanjing, with particular focus on the Qinhuai river catchment. The TA will help NMG establish the technical, economic, financial, social and environmental justification of the proposed Project and support NMG to prepare plans in compliance with ADB safeguard policies. In addition, the TA will review proposed Project implementation arrangements and identify required capacity building needs. The project components are (i) municipal wastewater management; (ii) river system management; (iii) stormwater management; and (iv) sludge management. Capacity building initiatives including managerial and information system improvements, together with technology and knowledge transfers will increase the value added of the TA and the ensuing Project.

    Consulting Services
    The TA will be implemented over a period of 7 months. A total of 46.5 person-months (pm) of consulting services will be provided, comprising 18.5 pm of international and 28 pm of domestic consulting inputs. International and domestic consultants will provide expertise in municipal and river/hydraulics engineering, social analysis and resettlement. environmental impact assessment, financial, economic, and institutional analyses. An international consulting firm, in association with domestic consultants, will be engaged by ADB in accordance with ADB's Guidelines on the Use of Consultants and Its Borrowers and other arrangements satisfactory to ADB for the engagement of domestic consultants. The quality and cost based selection method and simplified technical proposal procedure will be used.
