Over 7 million people live in the massif area across 68 districts of Hunan province. among the 68 districts, 9 are at the municipality level, 59 are at the county level district. About 30 of them are along the Xiang riverside, 10 in the Zi river basin, 21 in the Yuan river basin, 5 in the Li river basin, and 2 in the Zhujiang river basin. These districts are all located in the hilly region or massif area, which has high ground elevation and various landforms. Although the holdback effects from the Dongting Lake and influx sections of the four rivers are relatively small, these areas are heavily affected by flash flood. At present,some of these districts have set up dikes of comparatively low obstruction, while many districts are left undefended. Their flood control ability can only reach the standard of 5-10-year return period in general, which is extremely poor. The present flood draining abilty is 3-7 year return period. As the flood in massif area goes up quick and has a high flow rate, it often results in a destructive damage to the riverside districts. The flood losses of 1995, 1996 and 1998 were all over 10 billion yuan, which reached $1.28 billion, $2.55 billion and $1.35 billion respectively. Huge flood losses severely restrict the development of Hunan economy. Concentrated assets and high population density in these areas suffer great loss in each flood, which has direct impact on local economic development and social stability, even Hunan province as a whole. Flood control is a key factor affecting provincial social and economic stability and people's life. Therefore, it receives high priority to control flood in massif area, ensuring the safety of lives and property of people, and accelerating the economic development of Hunan province.

- Objectives and Scope
-
This project shall enable municipality-level districts to have flood control capability against once-in-50/100 years bid flood, and county-level districts to have the capability against once in-20-years big flood. Objectives of the project are in four-folds: (i) building a complete enclosure for flood control of affected districts; (ii) strengthen the urban flood defense system, so as to improve its ability of flood control and drainage, as well as to reduce flood damage; (iii) develop flood control mechanisms through early-warning, forecasting and deciding system for flood control; and (iv) improve the flood flowing conditions and environment along the river ways. Main components of the project are (i) construct new dikes to raise the existing standards against flood; Iii) leeve and foundation seepage control; (iii) filling embankment behind dikes; (iv) curtain grouting; (v) high pressure jet-grouting; (vi) construct new flood protection walls and strengthen existing ones; and (vii) rehabilitate sluice gates. Upon completion of the Project, the standard for flood control in Hunan shall be improved from the previous protection against once-in-10/20-years flood to that against once-in-100-years flood; the standard in other built up areas at municipality level shall be improved from previous protection against once-in-10-years flood to once in-50-years; and standard in country-level districts shall be improved from the previous once-in-5-years to once-in-20-years.

A total of 51.5 person-months of consulting services will be required (14.5 international and 37 domestic). The international consultants will provide expertise in (i) flood management, (ii) financial and economic analysis, (iii) resettlement planning and social impact analysis (poverty reduction), and (iv) environmental impact assessment. The domestic consultants will have expertise in (i) flood management, (ii) hydraulic structure engineering, (iii) project economics and financial analysis, (iv) environmental protection and conservation, (v) socioeconomic analysis, (vi) resettlement, and (vi) institutional and legal aspects of flood management.
An international consulting firm in association with domestic consultants will be engaged according to ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the selection and recruitment of domestic consultants. ADB will select and engage consultants on the basis of the quality and cost-based selection method, following simplified technical proposal procedures.
