- Objectives and Scope
-
The objectives of the TA is to undertake the second phase of the preparatory work for the Nam Theun II Hydropower Development Project (NT2 Project). The scope of the TA will include (i) incorporation of the findings of the Phase I technical assistance (PPTA No. 4213-LAO: GMS Nam Theun 2 Hydropower Development Project); (ii) confirmation of specific aspects of the economic and financial viability and integrating the results of the social and environmental benefit-cost analysis; (iii) assessment of the macroeconomic impacts of the NT2 Project; (iv) implementaion of the short-and medium-term capacity building program for effective mitigation of social and environmental impacts being developed under PPTA 4213-LAO; (v) supporting the Lao Government's initiatives for communication with the project-affected people; (vi) facilitation of project coordination and management; and (vii) facilitation of effective consultation/participation with various stakeholders including local and international non-government agencies.

It is envisaged that two firms and a team of individual consultants will be engaged to provide services. One firm will undertake the project economic analysis, financial analysis, and macroeconomic analysis/poverty assessment work. Financial and economic analysis work will mainly involve confirmation and enhancement of the work undertaken by the project sponsor and the other development partners. A second firm will implement the capacity building program for mitigation of social and environmental impacts. Individual consultants will be engaged to undertake specific tasks including communication, civil society coordination, and project management/coordination.
