The project aims to support GMS members’ strategies for promoting regional power exchange and to electrify northern rural Lao PDR. The Project identifies 115 kV transmission lines extending across the northern provinces of Bokeo, Luangnamtha, Phongsaly, Oudomxay, Xayaburi, and Vientiane. The Project also includes five new substations (115kV/22kV), and medium- and low-voltage distribution facilities for rural electrification. The Project also upgrades the interconnection to Thailand from 22 kV to 115 kV transmission lines.

The PPTA activities will identify a project suitable for funding under an ADB loan. The PPTA scope will cover 115 kV transmission lines(731 km) in northern Lao PDR, comprising: (i) Houayxay(Lao-Thai border)- Luangnamtha(146 km), Namo – Boun Neua(96km); (ii) Kenthao (Lao-Thai border) - Paklay – Hongsa(219 km), Nonhai – Paklay(104 km); and (iii) Hongsa – Nam Beng – Houayxay(136 km)), five substations (Houayxay, Boun Neua, Namo, Hongsa, and Paklay), and erection of medium- (22kV) and low-voltage (400 V) distribution facilities. Activities will include (i) reviewing all studies relating to the power system development in the Lao PDR and Thailand; (ii) assessing electricity demand in northern Lao PDR; (iii) conducting the optimal power system expansion simulation, applying least-cost methods; (iv) carrying out engineering line surveys and undertaking load flow studies in Lao PDR and Thailand, (v) preparing preliminary design and technical specifications; (vi) conducting economic and financial analysis under ADB policies and guidelines; (vii) reviewing and updating of EdL’s financial management capacity; and (viii) ensuring safeguard compliance with relevant ADB environment, involuntary resettlement, and indigenous peoples policies and guidelines.

The TA will require about 46 person-months of consulting services, including about 16 person-months of international and 30 person-months of national consulting services. The team will be composed of (i) Team Leader and Power System, Transmission, Distribution Line and Substation Engineers (3.5 person- months, Team leader, international; 3.0 person-months, Transmission, Substation, Distribution and Power System Engineer, international; 2.0 person-months, Power System Engineer, national; total 6.0 person-months, Two Transmission line and Substations, nationals; total 6.0 person-months, two distribution line engineers, national), (ii) Project Economists ( 2.5 person-months, international; 2.0 person-months, national), (iii) Financial Analyst ( 2.5 person-months, international; 2.0 person-month, national), (iv) Environmental Assessment Specialist ( 2.0 person-months, international; total 6.0 person-months, Two environmental assessment specialist, national) and (v) Resettlement and Ethnic Minority Specialists (2.5 person-months, international; total 6.0 person-months, two resettlement and ethnic minority specilaists, national).
