The proposed Project will focus on supporting the development of selected small cities and towns in three provinces (Liaoning, Shanxi and Hebei) that could have a demonstrative effect to other small cities and towns in the three provinces and throughout the country. The Project will support the provincial and local governments in selecting small cities and towns with employment generation and economic growth potential and providing technical and financial assistance to these cities and towns for urban infrastructure development, environmental management, urban management and financial management, and social services development. The aim is to help promote balanced urbanization, narrow the urban-rural gap, improve production and living conditions in small cities and townships, strengthen growth momentum in the rural area, coordinate township economic growth and accelerate the development of socialist new countryside in the three project provinces. The proposed project to invest in urban infrastructure to develop productive, environmentally-sustainable and well-managed small cities and towns will be accompanied by efforts to strengthen urban governance, strengthen provision of essential social services, diversify investment funding options, and promote the financial sustainability of local governments. Developing markets and creating jobs through supporting urbanization and protecting the environment in small cities and towns are aligned with ADB's strategic objective of promoting growth with equity in the PRC.

The proposed TA will help prepare the Small City and Township Development Demonstration Project, which will cover about 15-20 small cities and towns in each of the three provinces - Hebei, Liaoning and Shanxi.
The TA will assist HPG, LPG and SPG in preparing the proposed Projects as three separate sector loans and developing methodologies that are appropriate for replication across the Provinces and elsewhere in the PRC. The TA will assist each of the three provincial governments to review and identify selection parameters for the priority and listing of cities and towns to form the subprojects; assess the scope of the most appropriate components to fulfill sector strategy goals; and prepare a sector based small cities and towns development and environmental improvement project, including EIA, environmental management plan, social analysis and RP satisfactory to ADB's policy and guidelines for each of the Provinces.

The project will improve the environment the environment and living conditions of key small cities and towns in Hebei, Liaoning and Shanxi provinces. It will bring social and economic benefits to the residents in the project cities and towns and indirectly to the rural population living around these cities and towns. Impact on poverty reduction and environment, resettlement and land use issues, and impacts on indigenous peoples, if any, will be identified and analyzed during TA implementation. Adequate resources will need to be provided during project preparatory technical assistance to ensure safeguard issues are fully addressed.

The Government's development agenda to promote urbanization is aimed to reduce regional disparity and rural-urban income gap through strengthening support to foster economic growth, manage the environment and provide social services in key small cities and towns. Supporting the growth of key small cities and towns is one of the Government strategies to facilitate the development of markets and create employment opportunities. The Ministry of Finance, the National Development and Reform Commission, and the governments of Hebei, Liaoning and Shanxi have emphasized the need to improve urban infrastructure development, environmental management and social services provision in key small cities and towns near metropolitan areas and along transport corridors to enhance economic growth. The Government has also highlighted the need to strengthen the local capacity to meet the challenges of urbanization through investment policy reform and capacity building.

A total of 143 person-months of international and national consulting services will be engaged through a firm in accordance with ADB's Guidelines on the Use of Consultants based on the quality and cost-based selection method. The consultants will have expertise in urban development, transport planning and management, water and wastewater engineering, solid waste management, district heating, river and lake hydrology and flood control, historic building works, technical education and vocational training, financial and economic analyses, EIA, resettlement planning and social impact analysis, and institutional capacity development.
