    Description
    The proposed sustainable forest ecosystem development project will (i) improve forest plantation and forest resources management by introducing practices of climate change adaptation to the project area to ensure the sustainability of forest yields in the province, which will also alleviate pressure on neighboring countries' forest resources in the region, and (ii) introducing a proper forest insurance system to minimize disastrous damages to forest resources.

    The impact of the TA will be improved forest management and environmental sustainability in the Jiangxi Province.

    Project Outcome
    The TA outcome will be a project design suitable for ADB financing and agreed upon by the Government and ADB.

    Project Outputs
    Feasibility study report suitable for ADB processing, including: 1. Initial assessment of the Government's pre-feasibility study reports and analysis of overall project objectives. 2. Detailed assessment of subproject technical design and completion of initial financial and economic evaluations and safeguard analyses. 3. Finalization of project design by undertaking technical, economic, and financial analyses, as well as finalization of safeguards and other relevant documents. 4. Establishment of GIS. 5. A policy and best practices note on sustainable forest ecosystem management as a knowledge product.

    Benefits and Beneficiaries
    Primary beneficiaries are the communities, primarily poor, who use the natural resources from the mountains for their living. Of the total forest lands, 85% is managed jointly or individually by the farmers. Based on the profit-sharing ratio between the land users and forest land owner, they are expected to receive 35% of the total benefits. Additional income is likely to be gained through provision of services to enterprises and farms. The process and the outcome of the Project will benefit the poor in several ways. First, inclusive participatory approach will be adopted in the project design process. This provides the poor people opportunities to provide inputs into critical decision making for natural resource management that has direct impact on their livelihoods. Local government officials and consultants will monitor and ensure the quality of participation. Second, more managed use of natural resources minimizes their social vulnerability. And finally, improving the cooperation between farmers and forest farms, forest management enterprises, and farmer associations would give farmers better access to market, thus, increasing their income.

    Beneficiary Participation in Formulation
    Potential stakeholders are farmers, community members utilizing the land or natural resources in the forest land, farmer associations, forest farms, forest enterprises, and staff of executing agency and implementing agencies. Farmers and community consultation and participation is critical to ensure the project sustainability. A consultation and participation plan will be prepared.

    The TA will require approximately 42 person-months of consulting services including 13 person-months of international consulting services and 29 person-months of national consulting services.
