- Description

The TA will support the preparation of an investment project to rehabilitate and expand urban infrastructure and associated services and institutions in selected urban settlements in Omnogovi and Dornogovi aimags.
The TA will include (i) development of a roadmap and investment plan for sustainable urban growth in Southeast Gobi; (ii) development of an institutional framework and capacity building program to support urban infrastructure planning, financing and operation; and (iii) development of feasibility, due diligence, and financial structuring options for priority infrastructure investments.

The impact of the TA and ensuing loan project will be an improved urban environment and higher living standards in the aimag center of Dalangadzad, soum centers including Zamyn-Uud, Khanbogd, Tsogttsetsii, Mandah and Gurvan Tes, and the border points of Gashuun Suhayt and Shivee Huren.
- Project Outcome

The outcome of the TA is the design for an investment project suitable for ADB financing, as agreed with the Government. The TA will: (i) assess urban infrastructure needs in Omnogovi and Dornogovi, (ii) assess the likely impact of growth in mining and trade; (iii) develop a roadmap and investment program to improve urban infrastructure and service quality covering, inter alia, water, sewerage, solid waste management, in-town transportation, and (iv) prepare an investment project for potential ADB financing.

Environmental and social impacts are expected to be low, since the impact of the project will include strengthened basic services which are especially important to poor households, and sewerage and solid waste management. Works are not expected to have a negative impact on the environment.

The proposed project will result in an improved urban environment and higher living standards in the aimag center of Dalangadzad, soum centers including Zamyn-Uud, Khanbogd, Tsogttsetsii , Mandah and Gurvan Tes, and the border points of Gashuun Suhayt and Shivee Huren. It will enable the towns in the area to absorb population influx in an environmentally and socially sustainable way, and help avoid a situation in which the limited services in urban areas become a bottleneck to mining and trade activities.

Consensus on project design will be developed through meetings and workshops among ADB, central and local government, and the private sector. Stakeholder consultation will be extended to beneficiaries consulted as part of the assessment work to be conducted by the consultants.
- Consulting Services

Total consultants' inputs are estimated at 27 person-months (pms): 11 international and 16 national. The consultants will be engaged by ADB in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). They will be recruited as individuals because of the limited time available to process the proposed project before end of 2009. The international consultants will provide expertise in urban planning and economics (2 pms), financial structuring and institutional development (2 pms), economic and financial analysis (2 pms), civil/municipal engineering (3 pms), resettlement and social development (1 pm), and environmental safeguards (1pm). The national consultants will provide expertise in urban planning (3 pms), water supply, wastewater, roads and district heating engineering (6 pms), costing engineer (1 pms), environmental safeguards (2 pms), resettlement and social development (2 pms), and workshop preparation and facilitation (2 pms).
