The implementing agencies will be NGOs registered under the Foreign Capital Registration Act of the Government of India. The tribal development component will be implemented jointly by the Gujarat Department of Tribal Development and the SabarDairy.
The Gujarat State Disaster Management Authority, as the coordinating agency, would play an advisory role for the Project. Decisions on project implementation would rest with the Project Implementation Unit financed by the JFPR project and supported by the ADB's Extended Mission in Gujarat staff under the Counterpart Loan.
The Project will focus on the six earthquake- and drought-affected districts of Bhavnagar, Jamnagar, Kutch, Patan, Sabarkantha, and Surendernagar.

Project Purpose
NGOs registered under the Foreign Capital Registration Act of the Government of India: A participatory workshop made a pre-selection of the NGOs, and the final selection will be based on competitiveness, delivery capacity and previous work experience with the communities in the designated areas for the subproject packages. Only one NGO would work in a given village cluster on one or more project components. Up to three NGOs maybe permitted to implement subproject packages in one subdistrict.
