This is the first governance assessment for Tajikistan. This study reviews the current governance system and its implementation issues in six main areas: the structure of the state, the public service, local government, public finance, legal institutions, and civil society. It also addresses improvements being made, and considers the areas where progress is successful or uneven.

The assessment concludes with an action plan, which recommends further reforms to enhance the governance structure in Tajikistan. In addition, the report identifies areas where ADB could offer specific assistance.
