(Approved 2006) RETA 6308 for Scaling Up of the Social Protection Index for Committed Poverty Reduction
Through two regional technical assistance projects, ADB developed a methodology for assessing and comparing public social protection efforts of Asian and Pacific countries. The methodology included various indices, including a composite Social Protection Index (SPI). The SPI supports diagnostic evaluations of national social protection programs to help monitor changes and identify areas for improvement in social protection systems.
In 2006, ADB published a volume using the methodology in six countries. A second volume, published in 2008, covered 31 countries in the region. The two volumes include country background reports, which present detailed quantitative and qualitative information on social protection programs at the country level for the period 2003-2005.
The country reports are accessible below, grouped under the regional technical assistance 6308 for Scaling Up of the Social Protection Index for Committed Poverty Reduction (approved in 2006) that supported their preparation.
ADB, in collaboration with other international agencies and member country governments, is now updating the country reports and the SPI under a new technical assistance. Results of this ongoing work will be made available beginning in the latter half of 2011.
