Introduction

Consultations were held in 18 communities

Papua New Guinea (PNG), like many countries in the Pacific, is faced with a difficult economic situation that has caused a growing number of people to fall into poverty. The Government of PNG is committed to addressing and reducing poverty by ensuring the active involvement of the people and communities most affected. As part of preparations for a new national development strategy, a series of community consultations, workshops, and interviews were held. This “Participatory Poverty Assessment” was done in 2001 in 18 communities. Twelve were located in the four provinces of Sandaun, Gulf, Madang, and East New Britain, and six were located in the National Capital District.

The Department of National Planning and Monitoring (now the Department of National Planning and Rural Development) led the effort. The purpose of the consultations was to promote involvement of communities in government policy and decision making, and identify common perceptions of poverty. The Asian Development Bank (ADB) financed the study.
