Kiribati

The loan that was approved in December 1998, the first since Kiribati stopped borrowing in 1990, was signed during the period but has yet to be declared effective. The loan was classified as satisfactory in both implementation progress and achievement of development objectives. The Bank approved two TAs in 1998, one to provide management and advisory services to restructure the Public Utility Board, and the other for community development and participatory initiatives. The Bank also approved one TA during the period to strengthen financial and economic management (Phase II). There were no contracts awarded or disbursements made during the period. The net resource transfer was a negative $0.04 million, the same amount as of 30 June 1998 due to payments of loan service charges. The loan has not yet been delegated to the RM.

To address the institutional weaknesses of the country and ensure effective implementation of loans and TAs, the Bank is undertaking review and consultation missions at three-month intervals. The recently completed Aerial Photography and Mapping of Tarawa will substantially enhance the capacity of the country to manage its development and preserve its natural resources. The Sanitation, Public Health, and Environment Improvement Project and the two TAs will help put in place improved institutional structures for water supply, sanitation, water resource management, and community participation.

Audited project accounts and financial statements were not due during the period. Compliance with the environmental and social covenants for the only loan was ongoing. Data on Kiribati are summarized in Tables 55 and 56.
