Seminannual Report on Project Administration and Technical Assistance Implementation for the Period Ending 30 June 1999 : Country Implementation Highlights

Tajikistan

The Bank's first loan to Tajikistan was approved in December 1998 (Postconflict Infrastructure Program) and became effective in February 1999, with the release of the first tranche of $9.9 million. The second (final tranche) is due in December 2000. The loan was rated satisfactory in both implementation progress and achievement of development objectives. Consultants were fielded to undertake the associated advisory TA. Loan and TA processing is proceeding on schedule, with three preparatory TAs having been approved so far this year. Security will continue to be a concern. Although there was some improvement in the security situation during the first half of 1999, staff and consultants may only visit the capital Dushanbe and the northern oblast of Leninabad.

Contract awards and disbursements of $9.9 million represented 98.7 percent of the semiannual and annual projection of $10.0 million. The disbursement ratio of 49.4 percent was higher than the Bankwide average of 11.9 percent as a result of disbursements from the program loan.

Submission of audited project accounts and financial statements was not required. Environmental covenants were not applicable to the loan. Compliance with the social covenants is ongoing. Tables 75 and 76 summarize the data for Tajikistan.
