How much water work can the private sector accomplish with a short-term contract and a limited coverage area? Surprisingly a lot, as proven by Yerevan's water supply operations. From the previous 4-year management contract to the current 10-year lease, public and private partners learned that starting small makes for longer, more durable partnerships.
