BAN: Rural Infrastructure Improvement Project
Resettlement Framework

The Bangladesh Rural Infrastructure Improvement Project intends to address poverty reduction, regional socioeconomic development, and acceleration of pro-poor economic growth by providing services and resources in the relatively neglected southwestern region of the country. The Project will entail development of small-scale rural infrastructure, such as improvement and widening of rural roads, development of ferry landing sites, improvement and expansion of market growth centers and union council offices. After evaluating various design factors, the Local Government Engineering Department (LGED), the Project's executing agency, prepared three core subprojects in Kushtia, Khulna and Jhalokathi districts.

LGED prepared this resettlement framework, which will be used for preparation of resettlement plans to compensate and rehabilitate the affected persons for subprojects, to set the policy and procedures that will be used to select, prepare, and implement Resettlement Plans as necessary. The implementation of these subprojects is expected to start in the third quarter of 2003.

In addition to the resettlement framework, LGED also prepared resettlement plans for the 3 core subprojects that will also serve as models for addressing potential resettlement issues for future subprojects.

  • Paikgacha - Mazidpur Road Subproject - Short Resettlement Plan [ PDF: 204kb | 11 pages ]
    The Paikgacha-Chandkhali growth center subproject involves improvement of the 10.85-km road and the Chandkhali growth center. It will benefit about 200,000 people in Paikgacha subdistrict with improved road and market facilities. Approximately 40 persons will be affected by minimal strip acquisition.     The Jhaudia - Halsha Road Subproject involves the improvement of a 10.7-km road, development of the Halsha growth center and improvement of two union council offices. It will benefit more than 100,000 people in two subdistricts with improved road communication and market facilities. Improvement of the road and growth center will require minimal strip acquisition and approximately 45 persons will be affected. LGED prepared this plan to address the involuntary resettlement effects of the subproject

    The Jhalokati Bus Stand (Krishnakathi) – Balokdia Road Subproject will undertake improvement of a 10.5 km road, development of the Manpasha growth center and improvement of 2 boat landings, one in Manpasha bazaar and another at Chawpala bazaar. It will benefit more than 100,000 people in 3 unions adjacent to the existing road in Jhalokati subdistrict with improved road communication, market facilities, and boat landings. Minimal strip acquisition will affect approximately 120 persons. Read this plan to learn how LGED proposes to mitigate these involuntary resettlement effects.
