    The Second Power Transmission and Distribution Project aims to directly expand the 230 kV power transmission grid from Kampot to Sihanoukville to provide sustainable and reliable electricity supply at affordable prices to consumers in Sihanoukville and adjacent areas along the transmission corridor, and improve Electricité du Cambodge’s (EDC) operational efficiency and performance through institutional development and capacity building.

    The social analysis, undertaken as part of the feasibility study, indicated a need for a short Resettlement Plan (RP) for the 230 kV transmission line and for the Kampot and Sokimex Ridge substations because less than 200 persons will experience major impacts. The primary social impacts from the transmission line and substations will be the permanent relocation during construction of 12 households and dwelling and other buildings presently located within the proposed right-of-way (ROW), clearing of trees higher than 3 meters, and land use restrictions within the ROW during operation. Impacts on land and property arise from the need to acquire land, establish the ROW, and for construction and operation of the project. The project acquire 3.9 hectare (ha) of agricultural land for the estimated 222 transmission line towers (2.2 ha), and two substations sites (1.7 ha).

    The Second Power Transmission and Distribution Project aims to directly expand the 230 kV power transmission grid from Kampot to Sihanoukville to provide sustainable and reliable electricity supply at affordable prices to consumers in Sihanoukville and adjacent areas along the transmission corridor, and improve Electricité du Cambodge’s (EDC) operational efficiency and performance through institutional development and capacity building.

    The resettlement framework (RF) has been prepared to guide in the preparation of a Resettlement Plan for the proposed medium- and low-voltage distribution systems. Erection of conventional medium-voltage 22 kV double-circuit distribution lines in Sihanoukville connecting the 230 kV substation and the existing 22 kV network, and 22 kV feeders form Sihanoukville and Veal Renh substations servicing nearby villages, and erection of 22 kV and 400 V distribution lines, serving the villages located along the transmission line corridor, will cause minimal, if any, land acquisition impacts as 30 cm diameter poles will be constructed mainly along existing road or rail ROW.
