CAM: Northwest Irrigation Sector Project
Resettlement Framework and Core Subproject Resettlement Plans
The Northwest Irrigation Sector Project will finance a range of
components including institutional strengthening, irrigation infrastructure
development and management, and support to irrigated agriculture.
Applying an integrated water resources management approach in a
river basin context, 10 to 12 small to medium-scale (less than 3,000
ha) irrigation and/or water management subprojects (river diversions,
reservoir upgrading, flood control dikes, and flood spreading infrastructure,
etc.) will be selected and rehabilitated/constructed in identified
priority basins of the target northwest provinces of Pursat, Battambang,
Banteay Meanchey, and Siem Reap.
Most selected subprojects will require varying degrees of land
acquisition and compensation for houses and other assets along new
or widened canal alignments and enlarged reservoirs. In compliance
with ADB's Policy on Involuntary Resettlement (1995) and Handbook
on Resettlement: A Guide to Good Practice (1998), and in consultation
with the Interministerial Resettlement Committee (IRC) established
under the Council of Ministers, a generic resettlement
framework and model resettlement plans
(RPs) for studied core subprojects were prepared to guide preparation
of future RPs for each subproject.
Ponley
Reservoir Subproject - Resettlement Plan

The RP was prepared for the Ponley Reservoir subproject in Beantey
Meanchey province. The subproject will entail raising the level (and
therefore the capacity) of the reservoir and reconstructing sluice
gates, which will directly supply water to 675 ha of irrigated land,
and for that purpose constructing two branch canals and farmer field
systems. The embankment road will be restored and 8 km of laterite
road resurfaced to improve all-season access. The embankment will
be extended to provide flood protection to Ponley Cheung village,
and a drinking water supply system to Ponley Cheung and another village.
The subproject impact on affected persons (APs) will be due mainly
to the acquisition of land for a corridor of impact (COI) of the canal
works, on average 14 meters (m) wide, and the increase in area of
the reservoir. Approximately 1,062 people in 189 households will be
affected by land acquisition for the Project. No houses are affected.
A total of 91 hectares (ha) of agricultural land will be acquired
in the canal COI and in the enlarged reservoir, requiring replacement
or compensation. Some land in the reservoir will become usable for
recession cropping
Po
Pi Deum Subproject - Resettlement Plan

The RP was prepared for the Po Pi Deum irrigation scheme subproject
in Beantey Meanchey province. The subproject will involve the rehabilitation
of headworks taking water from the Mongkol Borey River, the rehabilitation
of the main canal and the construction of two branch canals, rehabilitation
of the existing branch canal and in-field canal and drainage systems.
A COI will be cleared of all structures and agricultural or other
activity at the headworks regulator and for the length of the canals,
for purposes of the reconstruction of the regulator, embankments,
drains and ancillary works. Provision is made for the replacement
of a total of 23 houses, and the replacement of or compensation
for a total of 15.5 ha agricultural land along the main and secondary
canals.
Mongkol
Borey- Kamping Pouy Link Canal Subproject - Resettlement Plan

The RP was prepared for the Link Canal subproject which will involve
the construction of new headworks taking water from the Mongkol
Borey River, the restoration of 7.0 km. of an existing disused section
and the construction of 7.0 km of new section of the canal linking
to the existing reservoir that supplies the Kamping Pouy irrigation
scheme in Battambang province. Consideration will also be given
at the detailed design stage to the creation of a secondary canal
system above and in the drawdown area of the reservoir to provide
dry season irrigation for villages located in and on the edge of
the reservoir that will lose land due to increased annual reservoir
filling. A COI of the main canal works, of average width of 40 m.,
will be cleared of all people and structures and agricultural or
other activity for the length of the entire link canal for purpose
of its rehabilitation/construction. Also the reservoir area will
be expanded for purpose of increased capacity. Four hundred and
fifty-one households, approximately 2,300 people, will be affected
by the Project. A total of 197 houses (135 houses in the headworks
and canal COI and 62 houses in the expanded reservoir area) are
estimated to require relocation. A total of 25.5 ha of agricultural
land will be acquired in the canal COI, requiring replacement or
compensation. There will be a loss of wet season land use of about
1,338 ha in the expanded reservoir area, affecting some 316 persons.
