The Renewable Energy Sector Project will finance a range of subprojects that will increase power generation capacity using renewable energy resources. These subprojects also aims to restore the power demand and supply balance, and improve the quality of power supply to existing consumers, particularly in the rural regions. Perusahaan Listrik Negara (PLN), the Project's Implementing Agency, prepared this draft Compensation Policy Framework and Procedural Guidelines (CPFPG) which serves as the resettlement framework that sets out the guidelines for the preparation of resettlement plans for future subprojects that might entail resettlement.
In addition to the CPFPG, PLN also prepared the following draft short resettlement plans for four core subprojects which also serve as models for subprojects yet to be identified.
The Lobong PLTM is located within the boundaries of Lobong and Poyuyananin Villages near the Mongondow River. Approximately 5 hectares of land will be acquired for the dam, waterway, penstock, power house and access road construction. Although no households will be relocated, land acquisition will affect 51 persons in 12 households. The Mesarap PLTM is located near the village of Pisak in West Kalimantan. Approximately 5 hectares of privately owned plantation land will be acquired for dam, waterway, penstock, power house and access road construction. Land acquisition will affect 29 persons in 5 households. PLN prepared this plan to address the involuntary resettlement effects of the subproject.
The Mongango power plant is located near the village of Buata at the Mongango River. Despite efforts to minimize land take, approximately 9 hectares of land will be acquired for dam, waterway, penstock, power house and access road construction. This will affect 177 persons in 30 households. PLN prepared this plan to address the involuntary resettlement impacts of the subproject.
The Ndungga power plant is located within the boundaries of Ndungga Village near the river Wolowona. PLN estimates that 6 hectares of land will be acquired for dam, waterway, penstock, power house and access road construction. The Ndungga PLTM will affect 89 persons in 16 households. PLN prepared this plan to address the involuntary resettlement impacts of the subproject.
