LAO: Greater Mekong Subregion-Nam Theun 2 Hydropower Development Project
Social Development Plan and Social and Environment Framework and 1st Operation Plan

The Government of the Lao People’s Democratic Republic (Lao PDR) aims to tap into its hydropower resources to increase its revenue base to sustain economic development and implement its poverty reduction strategy. For several decades now, the Government and several developers have been considering building the Nam Theun 2 Hydropower Development Project on the Nam Theun River. The proposed project will generate electricity primarily for export to Thailand. The Lao Government has approached the World Bank, the Asian Development Bank and other investment banks for financial support for the project.

The Nam Theun 2 Power Company limited consortium (NTPC) has identified a range of involuntary resettlement impacts as a result of the project. At the national level, the Lao Government has committed to the social safeguard policies of the World Bank and the Asian Development Bank. To ensure that the impacts are mitigated in accordance with ADB and World Bank's policies, NTPC prepared advanced drafts of the social safeguard documents for public review and comments.
