LAO: Greater Mekong Subregion-Northern Economic Corridor
Resettlement Plan, Social Action Plan, Updated Resettlement Plans for Bopiat Village and Thai Section: Road Length 2

The Greater Mekong Subregion (GMS) Northern Economic Corridor Project [PDF] aims to strengthen regional infrastructure linkages between GMS members. The project road in the Lao People's Democratic Republic will link the Peoples Republic of China and Thailand. It will also reduce transport costs in the regional project influence area, and increase the efficiency of the movement of vehicles, goods, and passengers.

The Ministry of Communication, Transport, Post and Construction (MCTPC) proposes to

  • reconstruct road sections
  • build new bridges
  • widen existing bridges
  • upgrade ferry facilities at the Mekong River
  • construct a new bypass in Louang Namtha

During project design, efforts were made to minimize land acquisition but the project will still require 123.7 hectares of land and affect 502 families.

MCTPC also prepared this social action plan which will also benefit the villages affected by the involuntary resettlement impact.

During project implementation, ADB requested MCTPC to update the RP based on detailed measurement survey. For this project, the DMS within the established corridor of impact (COI) was conducted on a length-by-length basis. The RP for the first road length [ PDF ] in the PRC section (Bopiat Village in Namtha District, Luangnamtha Province) was updated and prepared by MCTPC.
