NEP: Community-Managed Irrigated Agriculture Sector
Resettlement Framework and Resettlement Plans

The Community-Managed Irrigated Agriculture Sector aims to improve agriculture productivity and sustainability of existing FMIS suffering from low productivity and high incidence of poverty, thereby enhancing the livelihood of poor men and women in rural Nepal. To achieve the objective, the project will

  • provide improved means for Water Users Association empowerment, irrigation facilities, agriculture extension, and targeted livelihood enhancement to build the human capital of the poor including women and traditionally neglected disadvantaged groups
  • strengthen policies, plans, and institutions for more responsive service delivery and sustained impacts

The project’s infrastructure component primarily includes rehabilitation and improvements to existing FMIS. Therefore, the scope of land acquisition is limited. A minimal strip of land acquisition is envisaged for widening and/or extending existing canals. The construction activities may involve use of some land for temporary purposes, such as quarry sites, storage of construction material, and housing for laborers. The construction activities may also cause unexpected damages to the local properties, if they are not properly implemented.

The Department of Irrigation (DOI) prepared the resettlement framework [ PDF ] to guide any unforeseen land acquisition and resettlement planning during project implementation. The DOI also prepared resettlement plans for the three core subprojects that provide the specific resettlement scope of these subprojects while also serving as models for addressing potential resettlement issues for future subprojects.
