PHI: Electricity Market and Transmission Development Project
Resettlement Plan
The proposed Electricity Market and Transmission Development Project in the Philippines aims to establish a Wholesale Electricity Spot Market (WESM) that will allow electricity generation to be dispatched on a competitive basis to meet the power demand at a lower cost, and reinforce and upgrade the critical transmission lines and substations in Luzon and Mindanao. The National Transmission Corporation (TRANSCO), the Project's Executing Agency, will utilize the existing right-of-way for the Luzon Transmission Line Upgrading Project I. However, constructing 303 transmission towers will require acquisition of land for the tower foundation footing sites located in the provinces of Pangasinan, Tarlac, and Pampanga.
TRANSCO prepared this plan to address the involuntary resettlement effects of the Luzon Transmission Line Upgrading component.
