PRC: Shandong Hai River Basin Pollution Control Project
Resettlement Plans
The proposed project is in Shandong Province, the north-western part of which is located in the Hai River Basin (HRB) that drains into Bohai Bay. The project is one of a number of planned wastewater management projects under the national Hai River Basin Pollution Prevention and Control Plan. Shandong Provincial Government (SPG) issued its Shandong HRB (SHRB) Environmental Protection Plan in 2003. The proposed project's areas have been prioritized for implementation under the SHRB Plan.
The proposed project includes 9 subprojects grouped into 4 components:
- A - institutional development
- B - municipal wastewater management (MWM)
- C - solid waste management (SWM)
- D - industrial wastewater management
The proposed project will be implemented in secondary cities and counties within four municipalities of Binzhou, Dezhou, Jinan, and Liaocheng.
The proposed project will support institutional changes and physical investments to reduce the current high levels of untreated wastewater, adopt cleaner technologies, promote water re-use to augment water resources, and control non-point source of pollution through effective SWM.
The project aims to address the key sectoral issues and constraints by
- employing an integrated multi-sector approach to environmental
pollution control in SHRB
- supporting institutional aspects related to effective environmental
pollution control management at local levels
- addressing water conservation issues
- enhancing capacity in environmental pollution control through
improved management of municipal, industrial wastewater, and solid
waste services
- development of sustainable wastewater treatment and SWM companies
The project will affect people through:
- permanent acquisition of land for the WWTP, SWM and pumping stations
- temporary use of land for installation of trunk sewers and water pipelines
- demolition of buildings
Out of 9 subprojects, 7 subprojects will have land acquisition and resettlement impacts affecting 7 villages and 3 enterprises. Resettlement requirements have been carefully considered and incorporated into the project design. In total, about 101.5 hectares (ha) of land will be permanently acquired by the project, of which 37% is farmland. Permanent land acquisition will affect 123 households and 3 enterprises, in total approximately 610 people. The project will also require temporary acquisition of 39 ha of land, most of which is urban roadways. No households will need to be relocated. About 30,450 m2 of structures will be demolished, all of which are old or abandoned buildings belonging to the enterprises. The total cost estimate for land acquisition and resettlement is CNY75.92 million ($9.37 million) in 2005 prices, including contingencies and taxes.
