PRC: Heilongjiang Road Network Development Project
Resettlement Plan

The Project, located in the middle of Heilongjiang Province, is designed to promote sustainable economic growth by improving the Jixi-Nehe highway, one of the key trunk highways in the northeast region. The proposed Project will develop an integrated road networks in Heilongjiang by upgrading 428km of the Jixi-Nehe provincial highway (currently class III or below) and its associated 170-km rural link roads.

The proposed Project will upgrade about a half of the total length of the Jixi-Nehe highway. Forming part of the trunk network that is vital to support the economic development in the northeast region, the project highway will heighten transport efficiency and safety, enhance the transport network in Heilongjiang, and improve the access to income-generating opportunities and social services.

The proposed highway and its linking roads will affect 8 counties, 36 townships, 130 administrative villages, 6 forest bureaus, and 24 forest stations. About 1,391 ha of land will be permanently acquired, of which 38% is cultivated land, and 44% is forest land. Using the PRC planning standards, land acquisition will be equivalent to the full loss of land of about 1,600 persons. The road upgrading will have small impacts on 22,858 people; the average loss per household will be only 7%. Another 428 ha of land will be temporarily used during construction, of which some 84% will be cultivated land. A total of 14,589 m2 of residential structures will be demolished, requiring the relocation of 226 urban people and 576 rural people. In additional, 147 workers in 11 factories will be temporarily affected by the demolition of 10,445 m2 of industrial buildings.

The RP was endorsed by the Heilongjiang Provincial Communications Department in March 2006. A resettlement information booklet was distributed to the affected households and villages in February 2006.
