People's Republic of China: Coal Mine Methane (CMM) Development Project
Resettlement Planning Documents

The project will finance the capture and utilization of methane (CMM) that is released into the atmosphere in connection with underground coal mining in Shanxi Province. For this purpose the project will include two components:

1. construction of a power plant of 120 megawattts that will use CMM for power generation, and

2. construction of a CMM transmission and distribution pipeline system that will supply CMM to industrial, commercial, and residential consumers

The resettlement impacts induced by this project are mainly associated with land compensation for the land to be used for construction and operation of the power plant and the CMM transmission and distribution pipeline system. Construction of project facilities will affect 262 households including 999 persons according to the resettlement plans prepared for each project component by the Shanxi Provincial Government.

In total, 29.49 hectares (ha) of land will be permanently acquired as a result of the project, of which 69.07% or 20.37 ha is farmland. The project will also require the temporary acquisition of 308.69 ha of land and lease of 9.36 ha of land. About 6,135 m2 of houses will be demolished. The total cost for both land acquisition and resettlement is estimated at $9.49 million (CNY78.77 million) in 2004 prices.
