Resettlement Framework and Core Subproject Resettlement Plans

The Fujian Soil Conservation II Project will finance a range of components including soil conservation and integrated agriculture, rural infrastructure, and project support services and management. The project will cover 50 of the 85 counties in Fujian Province, Peoples' Republic of China. Based on feasibility studies for the the proposed project components, the Fujian Provincial Government (FPG) estimates that land acquisition and resettlement impacts are considered minor.

The components that have minor involuntary resettlement impacts include some of the small hydropower schemes, agro-processing plants, agricultural markets, the rural roads, and rural water supply schemes. It is estimated that the entire project will require 97 hectares of land, of which 4 hectares are farmland. In addition, about 24 ha will be needed temporarily during project construction, of which 3 ha are farmland. FPG prepared this resettlement framework [PDF: 542kb |16 pages] that sets out the guidelines for the preparation of resettlement plans for future subprojects that might entail resettlement.

Jiangle Wanlong Subproject - Resettlement Plan [PDF: 254kb | 7 pages]
The short resettlement was prepared for the Jiangle Wanlong sub-project which entails the construction of a 1,600 kW hydropower scheme at Wanlong Town in Jiangle County of Sanming Prefecture. Approximately 7.35 mu of collectively owned forest land and wasteland will be affected by the construction of a powerhouse, access roads and 16 mu floodplain will be inundated by the new reservoir. It will not entail any displacement of households.

Nanjing Dongpai Subproject - Resettlement Plan [PDF: 252kb | 6 pages]
The short resettlement plan was prepared for the Nanjing Dongpai sub-project which entails the construction of a 1,500 kW hydropower scheme at Fengtian Town in Nanjing County of Zhangzhou Prefecture. It is estimated that the hydropower scheme will affect 5 mu of flood plain but will not entail any relocation of households.

Shouning Liuping Subproject - Resettlement Plan [PDF: 254kb | 7 pages]
The short resettlement plan was prepared for the Shouning Liuping sub-project entails the construction of a 5,000 kW hydropower scheme with at Zhuguanlong Town in Shouning County of Ninde Prefecture. The subproject will require 6 mu collectively owned forestland and wasteland but will not entail any displacement of households.

Shouning Xidi Subproject - Resettlement Plan [PDF: 256kb | 7 pages]
The short resettlement plan was prepared for the proposed 6,400 kW hydropower scheme at Pingxi Town in Shouning County of Ninde Prefecture. The subproject will require 11.05 mu flood plain and forestland but will not entail any relocation of households.

Shunchang Dagang Subproject - Resettlement Plan [PDF: 249kb | 6 pages]
The short resettlement plan was prepared for the proposed 900 kW hydropower scheme at ZhongshanTown in Shunchang County of Nanping Prefecture. The subproject will require 43.5 mu of farmland, flood plain and wasteland but will not entail any relocation of households.

Wuping Dongtian Subproject - Resettlement Plan [PDF: 250kb | 6 pages]
The short resettlement plan was prepared for the proposed 900 kW hydropower scheme at ZhongshanTown in Wuping County of Longyan Prefecture. The subproject will require 2.48 mu of farmland and forestland but will not entail any relocation of households.

Wuping Qilingxia Subproject - Resettlement Plan [PDF: 297kb | 7 pages]
The short resettlement plan was prepared for the proposed 2,460 kW hydropower scheme at ZhongshanTown in Zhongbao Town in Wuping County of Longyan Prefecture. The subproject will only require 0.6 mu of collective land belonging to local Fanyang village and will not affect any household.

Xiapu Xiachun Subproject - Resettlement Plan [PDF: 656kb | 9 pages]
The short resettlement plan was prepared for the proposed 1,600 kW hydropower scheme at Chongru Town in Xiapu County of Ningde Prefecture. The subproject will require 13.16 mu of dryland and farmland but no residential houses and other structures will be demolished by the hydropower scheme.

Yongding Hulei Subproject - Resettlement Plan [PDF: 247kb | 7 pages]
The Yongding Hulei subproject entails the construction of hydropower scheme with the installed power of 1600 KW at Hulei Town in Yongding County of Longyan Prefecture. The subproject will affect 11mu of collective land belonging to local Xiangji village. According to the detailed measurement survey, no farmland, residential houses, trees and access road will be inundated by the reservoir.
