Resettlement Plan

The Guangxi Nanning Urban Environmental Upgrading Project aims to enhance urban environment and public health in Nanning City through improved flood control, improved wastewater and solid waste management, and expanded green environment.

Xinxujiang River Environmental Upgrading Subproject

The Xinxujiang River environmental upgrading subproject will:

  • Construct and rehabilitate 12.53 km of embankment.
  • Create a permanent lake (Xinxujiang Lake) by dredging and embankment with a normal retaining capacity of 2.92 million m3 and additional wet season flood storage capacity of 5.65 million m3.
  • Construct 3.00 km of interceptor sewers along the banks of Xinxujiang Lake to transfer about 14,000 m3/day of wastewater to the Jiangnan wastewater drainage system.
  • Provide a pumping station and delivery main for the transfer of water from Yongjiang River to flush through Xinxujiang Lake during the dry season for maintaining water flow and water quality.

The permanent land acquisition of this subproject will cover five villages of Shangyao sub-district office, Anji sub-district office and Xinxu town, totally 1,378 mu of cultivated land and 692 mu of land in river course, affecting 941 local households of 2,916 persons and 163 floating households of 720 persons. The subproject will also occupy 39 mu of land on temporary basis, including:

  • Materials stacking.
  • Construction of riverside pipelines.

However, in this regard, no people will be directly affected. The subproject will also demolish the houses and structures of these villages, including 26,455 m2 of rural houses and 11,118 m2 of temporary shelters, totally 37,571 m2. There will be 167 local permanent households of 562 persons and 224 floating households of 813 persons who will be directly affected by demolition.

The cost estimate for land acquisition, house demolition and resettlement is RMB370 million (2005 current price), including the basic costs covering compensation for permanent land acquisition and temporary land occupation, related taxes and fees, and a contingency of 10% of basic costs.

Kelijiang River Environmental Upgrading Subproject

The Kelijiang River environmental upgrading subproject will:

  • Construct and rehabilitate 14.9 km of embankment.
  • Create a permanent lake (Xiangsihu Lake) by dredging and embankment with a normal retaining capacity of 4.38 million m3 and additional wet season flood storage capacity of 5.42 million m3.
  • Install 47.75 km of sewerage pipelines, 2 pumping stations, and a buried pipe crossing under Yongjiang River to transfer about 60,000 m3/day of wastewater from Xiangsihu New District to the Jiangnan wastewater drainage system.
  • Provide a pumping station and delivery main for the transfer of water from Yongjiang River to flush through Xiangsihu Lake during the dry season for maintaining water flow and water quality.
  • Construct a stormwater drainage pipe network to serve the proposed Xiangsihu New District of 23.17 km2.

This subproject will affect Shibu sub-district office, Shangyao sub-district office and five villages of Xinxu town. It will totally acquire 507 mu permanent land, 1,230 mu land in river courses and temporary occupy 37 mu of rural collectively-owned land, affecting 274 households inclusive of 1,113 people (including 51 floating households of 204 persons). In addition, the subproject will demolish 8,277 m2 of rural houses, affecting 163 households inclusive of 551 persons (including 153 floating households of 527 persons). Project construction will affect 4 institutional units, permanently occupy 375 mu of state-owned land and demolish 14,850 m2, affecting 141 households of 435 persons. In all, the total population directly affected by the subproject is 578 households of 2,102 persons (including 204 floating households of 731 persons).

The cost estimate for land acquisition, house demolition and resettlement is RMB289 million (2005 current price), including the basic costs covering compensation for permanent land acquisition and temporary land occupation, related taxes and fees, and a contingency of 10% of basic costs.

Qingxiushan Park Ecological Upgrading Subproject

The Qingxiushan Park ecological upgrading subproject will include:

  • 71 ha of reforestation.
  • 198 ha of improved arboreal mix.
  • A seedling base comprising greenhouses, plant shelters, and spray irrigation system.
  • Forest protection facilities comprising 2 fire appliances and facilities for prevention and cure of plant diseases and control of insect pests.
  • Auxiliary support facilities comprising 2.5 km of access road to the seedling base, electric power supply, telecommunication, and a science and technology service center.
  • Gravity sewers and 11 pumping stations for the southern area of Qingxiushan Park.
  • 2 separate trunk sewer routes to transfer wastewater flows to the Langdong wastewater treatment plant from Qingxiushan Park.
  • Provision of public awareness training on environmental protection to the visitors.

This subproject needs to acquire total land of 79.92 ha, including 21.92 ha of state-owned land of Dongfeng horticulture farm (27.4%) and 58.0 ha of collective-owned land of Fengling horticulture farm (72.6%). According to types of land, dry land is 11.95 ha (15.0%), bamboo grove is 1.62 ha (2.0%), orchards is 42.13 ha (52.7%), forestland is 11.04 ha (13.8%), barren hills suitable for forestation is 13.18 ha (16.5%). The affected households amount to 54, covering 174 persons. The demolished rural houses of brick concrete structure will be 600 m2 involving three households of 11 persons who are also affected by land acquisition. The demolished temporary shelters will be 1,506 m2. As a whole, the direct affected population covers 54 households inclusive of 174 persons. In addition, there are totally 3 types of infrastructure facilities and land-attached structures affected by the project construction.

The cost estimate for land acquisition, house demolition and resettlement is RMB99.89 million (2005 current price), including the basic costs covering compensation for permanent land acquisition and temporary land occupation, related taxes and fees, and a contingency of 10% of basic costs.
