PRC: Harbin Water Supply Project
Resettlement Plan

The proposed Harbin Water Supply Project aims to improve the water supply to the urban communities of Harbin, and contribute to poverty reduction, health improvement and the economic development of the region as a whole. The Harbin Municipal Water Supply Construction Company (HMWSCC) requested ADB's assistance for Phase 1 of the project which consist of

• a multipurpose dam at Mopanshan on the upper stream of the Lalin River
• a raw-water pipeline from Mopanshan Dam to the city
• a potable-water treatment plant to be located around the Nanbu Gardening Research Institute, Dongli District of Harbin City
• expansion and rehabilitation of the water distribution network

Based on the measurement survey for the Mopanshan Reservoir, water treatment plant, pipeline, and water distribution network, approximately 1,740 households will be affected by permanent acquisition of 3,110 hectares of land, temporary acquisition of 650 hectares of land and removal of 85,072 square meters of structures.
