PRC: Hunan Flood Management Sector Project
Resettlement Framework and Core Subproject Resettlement Plans
The project aims to enhance sustainable and inclusive economic
growth in flood-prone areas of Hunan Province by sustainably reducing
flood risks, including flood hazards, exposure and vulnerability,
in priority municipal and county cities along the middle and upper
reaches of the four main river basins of Hunan Province.
The project components include flood control, management, and forecasting
in the four mountainous river basins - Lishui, Xiangjiang, Yuanjiang,
and Zishui - as identified in Hunan's Provincial Government's River
Basin Flood Control Plan and 11th Five-Year Plan. Flood protection
works for up to 35 subprojects in 34 municipal and county cities
will be constructed. Non-structural measures will be developed to
strengthen hydrological monitoring, improve flood forecasting, and
enhance flood warning systems.
Structural works in the 35 subprojects require resettlement of
some existing urban and urban residents and businesses. Subprojects
were designed to minimize resettlement and demolition needs, but
to attain broader protection for flood affected areas, disruption
of existing residents, businesses and farmers is unavoidable. The
35 subprojects will affect up to 101 townships (towns or sub-districts),
and 352 villages or urban residential committees. A total of up
to 863 hectares of land will be acquired, including 461 hectares
of farmland.
The acquisition of farmland implies that up to 13,969 persons will
need full economic rehabilitation. In addition, during the construction
phase, about 613 hectares of land will be occupied temporarily.
Along with land acquisition, about one million m2 of
structures would be demolished, including 709,899 m2 of residential
structures (71%) and 292,933 m2 of non-residential structures
(29%).
The demolition would cause permanent or temporary relocation of
5,236 households and 20,778 persons (77% urban and 23% rural) and
affect 95 enterprises and 132 shops.
The resettlement framework stipulates the eligibility and entitlements for land, houses, income losses, and rehabilitation subsidies in accordance with PRC legal requirements and ADB's policy for resettlement. Full resettlement plans for eight core subprojects have been prepared and provide the model for preparing the remaining subproject resettlement plans where resettlement is involved.
Chenxi Urban Flood Protection Subproject - Resettlement Plan
The resettlement plan was prepared for the Chenxi County Urban Flood Control Subproject. The subproject involves construction of 1.22 km of new dikes along the Yuangjiang River in Chenxi County.
Huaihua Urban Flood Control Subproject - Resettlement Plan
The resettlement plan was prepared for the Huaihua Urban Flood Control Subproject. The subproject involves
- construction of 13.385 km of new earth embankment
- construction of 9.64 km of new anti-flood wall
- mortar rubble slope protection of 13.385 km
- sodding protection for the 23.025 km back and front slopes of embankments of flood-control circle
- 13.715 km of embankment foundation horizontal anti-seepage treatment
- construction of 10 new sluices
- construction of 4 new flood-relieving canals, at 5.44 km each
- construction of 4 new electrical drainage stations, with 7 machines and total installed capacity of 395 kw
- embankment pavement hardening for 23.025 km

Leiyang Urban Flood Protection Subproject - Resettlement Plan
The resettlement plan was prepared for the Leiyang Urban Flood Protection Subproject. The subproject involves
- construction of 12.342 km of new flood control dikes, of which the Zhuchengqu embankment is 6.783 km (earth embankment of 5.729 km, and anti-flood wall of 1.054 km), and 5.559 km Shuidongjang earth embankment
- renovation of four pump stations, 1,370kw/14 pieces, and 5 new culverts and sluice gates
Loudi Urban Flood Protection Subproject - Resettlement Plan
The resettlement plan was prepared for the Loudi Urban Flood Protection Subproject. The subproject involves
- new construction of 36.8 km long of flood control embankment
- 19 new sluice gates
- new construction of 2 waterlogging drainage pump stations of 1,385 kw
- 26.2 km riverway dredging and block-clearing of Lianshui and Sunshui Rivers
Sangzhi Urban Flood Protection Subproject - Resettlement Plan
The resettlement plan was prepared for the Sangzhi Urban Flood Protection Subproject. The subproject involves the construction of
- 5,891 m anti-flood wall for Zhuchengqu and Gaoping Protection Circles, and 1,400 m earth embankment, combined with anti-flood wall for Zhuchengqu
- 1,192 m earth embankment for Caijinta Protection Circle
- 648.5 m long mortar rubble slope-adherence retaining wall and slope protection for Zhuchengqu Protection Circle
- a total of 9 water gates for three protection circles
- 2 electric drainage stations of 220 kw for the three protection circles
Wugang Urban Flood Control Subproject - Resettlement Plan
The resettlement plan was prepared for the Wugang Urban Flood Control Subproject. The subproject involves the construction of 15.5 km of new dikes along the Zijiang and Nanshui Rivers in two urban districts of Wugang Municipality.
Xinhua County Flood Protection Subproject - Resettlement Plan
The resettlement plan was prepared for the Xinhua County Flood Protection Subproject. The subproject involves
- new construction of Chengdong flood protection dike of 7.75 km
- reinforcement, heightening, and widening of Chengxi flood protection dike of 4.5 km
- new construction of 4 water gates, dredge of waterway, highway for flood prevention, and others
- new construction of 1 drainage station, with a total installed capacity of 456 kw
- new construction of 1 water relieving channel, and 3 blind gates
Yongzhou Urban Flood Protection Subproject - Resettlement Plan
The resettlement plan was prepared for the Yongzhou Urban Flood Protection Subproject. The subproject involves the
- construction of 11 new dikes, 25.979 km long in total
- construction of 4 new mortar rubble anti-flood walls, 8.75 km long in total
- heightening and consolidation of 4 existing anti-flood walls, 10.14 km long in total
- precast of 7 concrete slope protections, 4.11 km long in total
- bank slope slump treatment of 8 sections, 10.53 km in total
- 16 sluice gates, with 15 self-drainage gate and 1 access gate
- building of 6 pump stations with a total installed capacity of 1,460 kw
- building of a flood-relieving canal of 1.3 km
