PRC: Hunan Roads Development II Project (Expressway Component)
Resettlement Plan
The Hunan Roads Development II Project includes the construction
of a 173 km expressway and three inter-connector roads (12 km),
which will affect 22 townships and 97 villages in the 3 counties/districts
of Dingcheng, Taoyuan and Yuanling in Hunan Province, People's Republic
of China (PRC). Road alignments were selected based on impact surveys
and consultations with local officials, village leaders, and affected
households to minimize impacts on paddy land, vegetable land and
housing. Land acquisition and resettlement impacts were minimized
by aligning the expressway away from densely populated areas and
avoiding irrigated land and facilities, where possible.
The expressway and connecting roads will permanently acquire 1,349
ha of land, of which 509.3 ha (38%) is cultivated land. The detailed
measurement survey concluded that the number of people who will
lose some land is 30,564. The temporary use of land during construction
will amount to 290 ha. The number of rural people whose houses will
be demolished is 4,807 persons living in 1,414 households, with
a total floor space of 225,139 m2. Another 1,607 persons in five
schools and a forestry farm would also require relocation.
The Hunan Communications Department (HCD) has prepared a full Resettlement
Plan (RP) for these components. The resettlement plan was approved
by the HCD in June 2004. The draft resettlement plan and a resettlement
information booklet in Chinese were distributed to affected households
and villages in November 2003.
