Resettlement Plan
The Liaoning Environmental Improvement Storage Project covers 6
cities in Liaoning province and consists of the following components:
Part A: coal bed methane (CBM) and coalmine methane (CMM) development
Part B: gas distribution improvement
Part C: city central heating supply
Part D: institutional reforms and corporate governance improvement.
The project is envisaged to address urban environment in Liaoning.
When designing the project, ADB, partner Executing Agency, the government
of Liaoning province (GLP) explored options to minimize the land
acquisition and house demolition. Only one project subcomponent
involves permanent land acquisition. The other subcomponents will result in a temporary disturbance
to roads and thus require compensation payments to government agencies
for necessary arrangement and support during project implementation.
The Fuxin CBM/CMM development component requires land acquisition
and compensation for three households that lose part of their farmland,
and 46 households will receive compensation for temporary land occupation.
In order to address the land acquisition and resettlement impacts
of the project, the GLP prepared this plan based on preliminary
technical design of the project.
