PRC: Ningxia Road Development Project
Resettlement Plan

The Ningxia Road Development Project in the People's Republic of China aims to stimulate economic growth and reduce poverty in the southern part of the Ningxia Hui Autonomous Region. The project will include

  • constructing a four-lane expressway from Tongxin to Yanchuanzi (the southern border with Gansu Province)
  • building bridges, tunnels, interchanges and related facilities
  • upgrading local roads, enabling all-weather access to 184 villages

When aligning the route for the Tongxin to Yanchuanzi Expressway, ADB’s partner Executing Agency, the Ningxia Communication Department (NCD) explored alternative alignments to minimize the number of displaced people. The expressway and local roads will affect 2,600 households in 18 townships and 72 administrative villages in Haiyuan, Guyuan and Jingyuan counties. There are 451 households that will require relocation of houses nearby.

The Ningxia Yin-Wu Expressway Engineering Construction Headquarters (NEECH), a unit under NCD, prepared this resettlement plan [ PDF ] based on alignment impact surveys. NEECH also anticipates to make further small adjustments during the detailed measurement survey design to minimize the involuntary resettlement effects of the project.
