PRC: Central Sichuan Roads Development Project
Resettlement Plan

The proposed Central Sichuan Roads Development Project in the People's Republic of China aims to promote economic growth and reduce poverty in southern Sichuan Province by lowering the cost of transport, relieving traffic congestion, and improving access in the project area. The project will be implemented by the Sichuan Provincial Communications Department and will

  • construct a 244 km, four-lane access-controlled toll expressway from Ya’an to Lugu, including access roads, interchanges with toll stations, tunnels, bridges, administrative stations, and service areas
  • upgrade 678 km of local roads to improve access to poor remote areas

The project expressway will affect five counties/districts—Yucheng, Yingjing, Hanyuan and Shimian counties in Ya’an Municipality, and Mianning County in Liangshan Prefecture. The project will require permanent land acquisition of 1,150 hectares, 56% of which is farmland and this impact is equivalent to 20,237 people losing all their farmland. About 94,800 square meters of houses will be demolished, necessitating relocation of 2,634 people (790 households). All displaced households can be relocated a short distance to another site within their original village. During final route selection, further adjustments will be made to minimize impacts on farmland and housing.

The Sichuan Provincial Communications Department prepared this resettlement plan [PDF] to address the involuntary resettlement impacts of the Project. This Resettlement Plan is based on Feasibility Studies; it will be updated once preliminary design is completed.
