Resettlement Plan

The proposed Western Yunnan Roads Development Project in the People’s Republic of China aims to promote economic growth, reduce poverty in the western part of Yunnan Province through improved accessibility to poor rural areas, safer traffic conditions and increased regional development. Implemented under the responsibility of the Yunnan Provincial Communications Department, the Executing Agency, the Project will

• construct a four-lane controlled access expressway including related access roads, interchanges, administrative buildings, and service areas
• upgrade 300 km of local roads to improve access to poor and minority people areas in Baoshan Prefecture, in the project area.

In the continuation of the Dali-Baoshan expressway, the 77 kilometer controlled access expressway will connect Baoshan to Longling, passing through Longyang District and Longling County. Efforts by the EA to minimize resettlement have reduced the involuntary resettlement effects to 1,508 households or 6,725 persons, who will be affected by the permanent acquisition of 8,746 mu (583 hectares) of land. This is based on the detailed inventory impact survey. The project will affect 2 counties, 28 administrative villages and 113 natural villages (village sub-groups) in five townships in Baoshan City.
