Sri Lanka: National Highways Sector Project
Resettlement Planning Documents


The National Highway sector project in Sri Lanka will

  • upgrade and improve about 270 km of national highway and
  • finance land acquisition and resettlement of 80 km Colombo links

A total length of 64 km including two road sections were used as sample sub-projects namely

  • National Highway- A005 between Nuwara Eliya and Badulla (in Uva and Central provinces)
  • National Highway B435, Orugodawantta to Ambatale (in Western Province)

Despite efforts to avoid urban settlements and minimize resettlement effects, assessments done during project design revealed that land acqusition for the sample subprojects will result to involuntary resettlement effects. The Road Development Agency (RDA) prepared resettlement plans to address these impacts. RDA also prepared a resettlement framework which sets out policy and procedures for preparing resettlement plans for subsequent subprojects that will be prepared, screened and appraised under the sector loan approach.
