Sri Lanka: Southern Transport Development Project
Resettlement Planning Documents

The Southern Transport Development Project (STDP), through which will be constructed a high-standard limited access highway between Colombo and the south of the country, will assist the development of the economically weak southern region by encouraging growth in manufacturing, tourism, fisheries and agriculture.

The road alignment was carefully designed, taking into account the Government's environmental impact assessment and mitigation procedures and ADB's policies on environment and social impacts, to minimize the impact on people living along the trace by, among others,

  • locating the alignment along sides of hills to avoid homesteads and paddy land wherever possible
  • reducing the width of land requried wherever possible
  • blending road frontages into cut and fill slopes, and
  • locating consruction material sources on unused state land

As a consequence of this detailed and interactive approach to the design process, the land required for the project has been limited to about 1,000 hectares, which the Road Development Authority (RDA) is now acquiring in accordance with the Government's land acquistion and compensation policies. The land to be acquired will affect about 5,600 households, of which about 1,500 homesteads and commercial establishments will be directly impacted.

RDA prepared this resettlement implementation plan to address the impacts of the project.
