Uzbekistan: Kashkadarya and Navoi Rural Water Supply and Sanitation Sector Project

The project follows a sector lending approach and supports the Government's objectives of decentralization, poverty reduction, and human development by providing
- improved rural water supply and sanitation (WSS) infrastructure services, and
- training programs to strengthen institutional capacity.
The project consists of two parts:
Part A: physical infrastructure - consists of 12 subprojects, each covering a cluster of villages. The subprojects will include developing and rehabilitating piped water supply systems, public and school latrines, and wastewater facilities.
Part B: institutional development - includes a capacity-building program, a hygiene and sanitation education program, and consulting services for project management support. The Project will cover two oblasts (provinces), Kashkadarya and Navoi, and will provide basic WSS infrastructure services to about 250,000 people, about 30% of whom are living below the poverty line.
Specific land requirements have not been fully identified. An initial involuntary resettlement screening shows that the project may require a total of 85-90 hectares (ha) of land for the location of small groundwater pumping stations and, in some cases, small storage tanks. These will be outside village areas in unused land and will not require the displacement of people. Pipelines are planned to be constructed along existing roads. Alternative design options will be compared at the design stage to minimize temporary or permanent encroachment on agricultural land. All land in Uzbekistan is state-owned but there are both collective and individual land use rights. Use of land is regulated by the state through oblast and local administrations.
Lands needed for the construction of new facilities will be contributed by the state and will remain state property. The Government will screen each subproject before the award of the civil works contracts to determine whether there are any involuntary resettlement effects that would require compensation and other assistance under ADB's Policy on Involuntary Resettlement.
To ensure that ADB policies on involuntary resettlement will be applied and impacted families will be compensated, a resettlement framework (RF) has been prepared which sets out the:
- resettlement policy
- compensation standards and entitlements
- procedural guidelines to be complied with for subprojects where people are adversely affected by land acquisition or project construction.
The RF was prepared and endorsed by UCSA, and copies have been disclosed to the subproject areas. Subsequently, each subproject with resettlement impacts will be required to prepare and submit a resettlement plan (RP) to ADB for approval, prior to commencement of land acquisition and civil works. Resettlement implementation will be monitored by UCSA and an independent body.
