VIE: Northern Power Transmission Sector Project
Resettlement Policy Framework and Resettlement Action Plan

The Northern Power Transmission Sector Project [ PDF ] in Viet Nam aims to

  • directly expand and strengthen Electricity of Viet Nam’s (EVN) transmission system in the north to improve system reliability and quality
  • indirectly improve the efficiency of the power sector by promoting restructuring and commercialization of EVN
  • strengthen the northern power system of Viet Nam to enable power transmission with reliability and quality from new plants under construction and additional generating capacity programmed over the next 5 years.

The Project will require land acquisition for the construction and extension of substations, and of any necessary access roads as well as towers and foundations for the transmission lines. Except for land required for towers, the land within the right-of-way can continue to be used for agricultural purposes. The poorest affected and vulnerable affected people will be assisted to improve their socioeconomic status.

A resettlement action plan [ PDF ] has been prepared for the

  • construction of double-circuit transmission line from Quang Ninh to Thuong Tin
  • construction of substations at Quang Ninh and Van Tri
  • expansion of substations at Thuong Tinh in Ha Tay province and Vat Cach in Haiphong province.

A resettlement policy framework [ PDF ] was also prepared to guide Northern Power Project Management Board (NPPMB) in addressing resettlement issues related to those components and subprojects for which no feasibility study has yet been undertaken but which are expected to form part of the Project.
