VIE: Provincial Roads Improvement Project
Resettlement Framework
The Provincial Roads Improvement Sector Project [ PDF ] aims to improve provincial roads in 18 provinces in northern Viet Nam to allow better access for the rural poor and to connect districts and communes to the provincial cities and the national highway network. It will also strengthen asset management capacity and maintenance programs of the Viet Nam Road Administration and the Provincial Departments of Transport.
Nine core road subproject proposals were prepared by the Ministry of Transport (MOT) representing the universe of provincial roads that need to be upgraded. The project will require acquisition of land for these core subproject roads. MOT prepared a resettlement framework in order to ensure that adverse effects of the project are addressed within a process that protects the rights of affected persons including ethnic minorities living within the zone of influence of the road.

Road Subproject in Lai Chau Province - Resettlement and Ethnic Minority Development Plan [ PDF: 687kb | 66 pages ].
One of the roads to be improved by the project is located in Phong Tho District in Lai Chau Province. This road serves as the economic development of the highland area as it connects the central district to nine border communes. During project design, the Provincial Department of Transport (PDOT) in Lai Chau Province made efforts to minimize land take. An estimated 0.27 hectares of residential/garden land, 0.10 hectares of paddy land, 47 households or 199 persons will be affected.
