BHU: Bhutan Urban Infrastructure Development Project
Draft Resettlement Framework and Resettlement Plans
The Bhutan Urban Infrastructure Development Project will improve urban infrastructure, planning, and management; enhance urban livelihoods; and increase capacity for administering urban infrastructure supply and maintenance works through four components.
Component A for Thimphu includes
- city-level works (water supply, upgrading of the existing wastewater treatment plant, and solid waste management),
- roads and drainage, and water supply and sewerage connection in four areas of southern Thimphu extended areas.
Component B for Phuentsholing includes:
- roads and drainage
- footpaths and pedestrian bridge
- social infrastructure (fire hydrant and street lights).
Component C for Dagana includes:
- water supply and sanitation
- road and drainage.
Component D which is for institutional development includes:
- technical support on unaccounted for water and water calibration
- operational efficiency
- public awareness support
- financial management.
The main benefits of the Project will be
- improved urban environment, public health, and living standards in Thimphu, Phuentsholing, and Dagana
- effectively managed, reliable, and sustainable urban services
- improved economic and social conditions from investments in roads and drainage, water supply and sanitation, solid waste management, and other urban amenities.
To ensure compliance with the Government and ADB’s policy and requirements on involuntary resettlement, a draft resettlement framework for the land pooling process of Component A (Thimpu), and draft resettlement plans for Component A (Thimpu), Component B (Phuentsholing), and Component C (Dagana) have been formulated by the Project's Executing Agency--Department of Urban Development and Engineering Services.
