Resettlement Plan
The DushanbeKyrgyz Border Road Rehabilitation Project (Phase II) in the Republic of Tajikistan aims to increase regional trade and economic growth through improved and sustainable regional and national road networks. The project will be implemented by the Ministry of Transport (MOT) and will
- improve 89 km of the central and border sections of the DushanbeKyrgyz border road and 60 km of rural roads;
- improve sustainability of the road network through increased financing of road maintenance, procurement of road maintenance equipment, installation of vehicle weighing systems, and implementation of pilot cases of tendering road maintenance;
- strengthen the institutional capacity of and improve governance in MOT; and
- improve road safety.
The Project will have only minor resettlement impacts, as all the civil works activities will take place either within the existing right-of-way or on unused state-owned land. No relocation of households or acquisition of productive land is expected. If the Project needs new borrow pits or quarries, they are expected to be located on unused state-owned land. The Project will directly affect 10 households at most in Garm and Yangolik village. Of the 10 households, 2 are headed by females. The income per capita per year of the 10 households is less than 500 somoni, with 80% of their income coming from agriculture. One small shop partly located on the right-of-way will be affected, with its entrance moved by 2 meters from the right-of-way.
MOT prepared this Resettlement Plan to address the involuntary resettlement impacts of the Project. The Resettlement Plan is based on the preliminary design prepared under the project preparatory technical assistance and will be updated once the detailed design has been completed.
