This working paper follows on from the Devolution in Pakistan study undertaken jointly by ADB, The World Bank, and the UK Department for International Development (DfID) and published in 2004. This study focuses on the problems faced in service delivery in the context of devolution, looks at successful ongoing initiatives, and identifies an initial set of actions that could reinforce devolution while strengthening social sector service delivery.
