The priority of the CAREC Program in the energy sector is to promote efficient and rational use of energy within the region. To that end, this study was undertaken to provide a foundation upon which the CAREC Members Electricity Regulators Forum (CMERF) would be established, and to identify the key challenges that this Forum must address. CMERF and this study serve both regional and domestic objectives.
